Looks like this is a very recent innovation on Google’s part. Now, when you sign into your Google home page , it displays a message:

Create an account now
You can sign up for a Google home page with any email you provide. Note however that this will not give you a Gmail account as well, unlike Gmail acocunt meaning immediate access to Google home page without additional registration.
Seems like Google has far-going plans for their home page….
